On Monday, June 7, the Ohio Environmental Protection Agency (Ohio EPA) released the Request for Applications (RFA) for the first of three funding opportunities in 2021 to be funded by Ohio’s allocations from the Volkswagen Diesel Mitigation Trust Fund (DMTF). The deadline for applications is 3:00 pm on Friday, August 13, 2021.

This first 2021 funding opportunity targets the replacement of aging, off-road diesel equipment, including port cargo handling equipment, airport ground support equipment, and freight switcher locomotives. Port and airport diesel equipment must be replaced with new all-electric equipment, while switcher locomotives may be replaced by new diesel, alternative fuel, or all-electric equipment. Both the new and old equipment must be owned, not leased.

Only equipment operating at least 1,000 hours a year and at least 75% of the time in Ohio’s 26 priority counties is eligible. A total of $13.35 million is available for this funding opportunity—$9.5 million for ports and airports and $3.85 million for switcher locomotives—and individual awards will range from $50,000 to $2 million. A minimum match of 25% is required for all projects awarded, with larger matches required for certain project categories. Full details on the RFA can be found on the Ohio EPA website.
